It is because:

5 goes into 5.5 ... 1.1 time. You would divide each 5 by 5 and then put the decimal in the middle.

On a model it would be something like this, 5 sections of 100 and 10 combined together.

Take a closer look!

Color in 5 and 50 hundredths of the models.

Divide the colored sections by 1 and 10 hundredths.
