midpoint of (x1,y1) and (x2,y2) is
((x1+x2)/2,(y1+y2)/2)
so
midpoint of (-8,12) and (-13,-2) is

((-8-13)/2,(12-2)/2)=
(-21/2,10/2)=
(-10.5,5)
midpont is (-10.5,5)
