Montesquieu believed that governments should have checks and balances, while Hobbes believed that governments should have absolute power.

Montesquieu introduced the concept of the division of the powers in an state. These powers are the legislative (a Parliament), executive (a government) and judiciary (court system). Besides,  he promoted the implementation of the system of Checks and Balances in order to ensure that none of the branches possess too much power to override the others.
